Swedish Government Announces Strategic Shift in
Digital Procurement Responsibilities

In a move to streamline public administration and enhance cost-effectiveness, the Swedish Government has issued a directive to transfer specific responsibilities from the Agency for Digital Government (Digg) to the National Agency for Public Procurement (Upphandlingsmyndigheten).

Consolidating Digital ProcurementThe transfer, scheduled to be finalized by July 1, 2026, focuses on tasks related to electronic procurement processes, including e-invoicing and the Peppol infrastructure. By centralizing these functions, the government aims to create a more cohesive link between tendering, ordering, and billing within the public sector.

Strategic ObjectivesAccording to the government decision, the primary goal is to provide a more efficient state procurement support system. “By gathering the responsibility for promoting electronic procurement processes at the National Agency for Public Procurement, the conditions for a holistic perspective on digitalization are strengthened,” the document states.

Operational GuidelinesThe government has mandated that the transition must be handled within existing budget frameworks and that the quality and efficiency of the services remain unchanged. Digg is required to submit a comprehensive report regarding the financial and personnel consequences of this change to the Ministry of Finance by February 2, 2026.
