EU Launches Public Consultation on the Revision
of the eInvoicing Directive

The European Commission has officially launched a public consultation on 18 March 2026 to revise Directive 2014/55/EU, which governs electronic invoicing in public procurement.

Adopted in 2014, the directive has contributed to the functioning of the single market by establishing a European standard for electronic invoices in public procurement. However, a formal evaluation of the directive identified barriers to adoption and interoperability that prevent it from reaching its full potential.

The revision process aims to strengthen harmonisation across e-invoicing systems, streamline procedures, and reduce the administrative burden on businesses operating across borders. The Commission’s overarching goal is to establish a future-proof, fully interoperable e-invoicing framework that serves both public administrations and the private sector more effectively.

This initiative is also part of a broader legislative agenda. Under the VAT in the Digital Age (ViDA) reform, mandatory electronic invoicing for cross-border transactions is expected to be introduced by 2030. The consultation follows a call for evidence published on 19 November 2025, which gathered initial stakeholder input and closed in December 2025.

The consultation is open to all stakeholders, including businesses of all sizes — particularly SMEs —, public authorities, civil society organisations, and e-invoicing service and solution providers. Contributions can be submitted through the ‘Have Your Say’ portal by completing the online questionnaire, with the deadline set for 10 June 2026.
