
UAE Ministry of Finance Announces Targeted
Amendments to eInvoicing System Decisions
The United Arab Emirates Ministry of Finance has announced targeted amendments to the ministerial decisions governing the country’s eInvoicing system. The most significant change is an extension of the deadline for the appointment of an Accredited Service Provider (ASP) from 31 July 2026 to 30 October 2026. The amendment, introduced through a revision to Ministerial Decision No. 244 of 2025, applies to persons subject to the eInvoicing system whose annual revenues exceed AED 50 million.
The Ministry stated that the extension follows a comprehensive assessment of market readiness and reflects feedback from the business sector regarding the need for broader technical options and more competitive pricing. To date, 32 service providers have received approval, while a significant number of additional providers are currently in the final stages of the accreditation process. The Ministry noted that this development will contribute to building a more integrated and competitive technical ecosystem.
In a parallel move to support local companies, the Ministry also amended Ministerial Decision No. 64 of 2025, which governs the criteria and procedures for accrediting service providers under the eInvoicing system. The revised framework enables national companies to form partnerships with international service providers, facilitating the transfer of technical know-how and the delivery of services aligned with local requirements thereby accelerating the UAE’s digital transformation agenda.
Despite the revised ASP appointment deadline, the Ministry confirmed that the mandatory implementation timeline remains unchanged. Entities subject to the eInvoicing system those with annual revenues exceeding AED 50 million are required to fully implement the system by no later than 1 January 2027. The Ministry reaffirmed its commitment to maintaining a clear and stable regulatory environment that ensures legal certainty, supports a smooth transition, and enhances tax compliance efficiency across the UAE.
