Peppol BIS Billing 3.0 Version 3.0.20 Released:Compliance
Rules and Technical Improvements Introduced

Peppol has implemented significant updates with the November 2025 release (v3.0.20) of its e-invoicing standard, Peppol BIS Billing 3.0. This version aims to enhance the compliance rules and technical structure of the Peppol e-invoicing specification.

Key Changes and Fixes:

  • Compliance (Binary Objects): The text prohibiting the attachment of an invoice copy in an image format (such as PDF) has been removed. Attaching an invoice copy is now compliant.
  • Code List Updates: New codes have been added to various code lists, including Currency Codes (ISO4217 – e.g., CNH and STD were added), Electronic Address Schemes (EAS), and International Code Designators (ICD).
  • Denmark (DK) Rules: A new rule (DK-R-017) has been introduced for Danish Customers. This rule mandates that if the Customer Legal Entity ID is used, it must specify the CVR number (schemeID “0184”). (This starts as a warning and will become mandatory later) . New PEPPOL-COMMON rules (R052 and R053) were also added to enforce format checks on Danish Chamber of Commerce (P) and ERSTORG (SE) numbers.
  • Technical Updates: The use of xsl:value-of in functions computing atomic values was resolved by changing it to xsl:sequence to avoid errors or warnings in some XSLT parsers.
  • Error Corrections: Incorrect calculation logic was fixed for four CII (Cross-Industry Invoice) rules, and missing validations (e.g., BT-86) were added.

This technical release is designed to improve the consistency of the Peppol ecosystem and its ability to accommodate diverse national requirements.
