The Federation of Bosnia and Herzegovina has reached a legislative milestone with the approval of the draft Fiscalization Bill by both the Lower House and the House of Peoples. This reform introduces a comprehensive real-time fiscalization and electronic invoicing framework to modernize the tax landscape.
Scope and Regulatory Framework
- Mandatory Coverage: The legislation mandates electronic invoicing and centralized reporting for all B2B, B2G, and B2C commercial activities.
- International Standards: The system is designed to align with current European e-invoicing standards to ensure international compatibility.
Technical and Compliance Requirements
- Digital Signatures: Every electronic invoice must feature a digital signature to verify its origin and prevent tampering.
- Real-Time Validation: The framework uses a pre-clearance model where the Tax Authority must verify fiscal data before invoices are considered legally valid.
- Unique Identification: Each document will be assigned a QR code or a unique verification number for instant validation via a centralized portal.
- Data Retention: Businesses are required to store electronic invoices in a secure digital archive for a minimum of 11 years.
Centralized Exchange Platforms
- Central Platform for Fiscalisation (CPF): This will serve as the primary hub for B2B and B2G operations, handling issuance and data exchange.
- Electronic Fiscal Systems (EFS): For B2C transactions, businesses will use approved Electronic Transaction Recording Tools (ESET) to report sales in real time.
