Turkey Introduces Draft Package for E-Expense
Receipt Application, Opens Public Consultation

Ankara – Turkey’s Revenue Administration has published a draft package for the new e-Expense Receipt (e-Gider Pusulası) application on September 23, 2025, inviting stakeholder feedback as part of the country’s expanding electronic document ecosystem.

New Addition to E-Archive System

The e-Expense Receipt application, developed under the e-Archive framework, aims to digitize the process of issuing and storing expense receipts. This development is particularly significant for documenting purchases from tax-exempt tradespeople, a common practice in Turkish business transactions that has traditionally relied on paper-based documentation.

The draft package is now available for review on the Revenue Administration’s e-document portal (ebelge.gib.gov.tr), allowing interested parties to examine the system’s functionality, technical infrastructure, and implementation details.

Stakeholder Input Period

The Revenue Administration is accepting feedback and suggestions on the draft package until October 8, 2025. Taxpayers, financial advisors, software companies, and other stakeholders can submit their comments via email to earsiv@gelirler.gov.tr.

This consultative approach aims to ensure the application meets industry needs and identifies potential issues before final implementation. Following the evaluation of collected feedback, the administration plans to release the final package and launch the application.

Expanding Digital Document Infrastructure

The e-Expense Receipt application will join Turkey’s existing suite of electronic document applications, including e-invoice, e-archive invoice, e-waybill, e-producer receipt, and e-self-employment receipt. This addition represents another step in Turkey’s strategy to combat the informal economy and enhance tax audit efficiency.

The introduction of e-Expense Receipts is expected to streamline business operations, reduce paperwork, and improve transaction transparency, particularly for businesses frequently dealing with tax-exempt vendors and service providers.
