Pakistan Launches Phased E-Invoice System
Implementation: 2025-2026 Timeline

Pakistan’s Federal Board of Revenue (FBR) has announced the official timeline for phased implementation of the electronic invoice system. Through notification S.R.O. 1413 dated August 1, 2025, registration, testing, and implementation dates have been set for different business categories.

A critical step has been taken in Pakistan’s digital tax transformation. The regulation published by the Federal Board of Revenue establishes a comprehensive timeline for electronic invoice system integration.

Phased Implementation Schedule

All public companies: Registration on August 10, 2025, testing on August 25, and e-invoice implementation beginning September 1.

Large private companies (over 1 billion rupees turnover): Two different categories:

  • Serial number 1 companies: August 10 registration, August 25 testing, September 1 implementation
  • Others: August 10 registration, September 30 testing, October 1 implementation

Medium-sized companies (100 million-1 billion rupees): October 10 registration, October 30 testing, November 1 implementation

Other registered persons and individual contractors: November 10 registration, November 30 testing, December 1 implementation

The system supports Pakistan’s goals of increasing tax compliance and strengthening digital infrastructure.
