Establishing E-Invoicing System; Pilot

The Sultanate of Oman is moving forward with the establishment of its electronic invoicing system, designed to modernize tax compliance and support the digital transformation of the Omani economy. The system will utilize the 5-Corner Model, an internationally recognized structure for secure and standardized invoice exchange, ensuring smooth communication between businesses, service providers, and the Oman Tax Authority (OTA).
Brief System Introduction:
The e-invoicing project aims to strengthen tax compliance, reduce fraud, enhance transparency, and ensure interoperability with international systems. The rollout is planned in phases, targeting large taxpayers and VAT-registered companies initially, followed by small and medium enterprises (SMEs) in later stages.
Latest Developments:
The Oman Tax Authority (OTA) has held initial public consultations with selected taxpayers regarding the upcoming e-invoicing obligation. Furthermore, a draft of the data dictionary has been distributed to receive initial feedback on proposed data requirements from affected businesses.
Further consultations and announcements are expected in preparation for the roll-out. The first phase, the pilot program, is currently scheduled to commence in August 2026.
