
Germany Advances Digital Standardization:
New Approach with SeMoX Technology
The SeMoX (Simple Semantic Modeling in XML) technology, developed in partnership between the Coordination and IT Center (KoSIT) and the University of Koblenz, is revolutionizing digital standardization processes. The scientific publication presented at the EGOV 2025 e-Government conference in Austria from August 31 to September 4, 2025, details the new semantic data modeling approach.
A significant scientific development has occurred in Germany’s digital standardization field. The joint work of Prof. Dr. Maria A. Wimmer and Cedrik Pauken from the University of Koblenz with Renzo Kottmann from KoSIT opens new horizons in technology-neutral semantic data modeling.
SeMoX: Five Core Concepts
SeMoX is an innovative approach specifically designed for domain experts, enabling simple and uniform capture of data semantics. The system is built on five core concepts:
- Terms (Begriffe)
- Semantic data types
- Rules
- Structures
- Syntax bindings
Proven Success in Germany’s XStandards Procurement
SeMoX technology has proven itself particularly in the German XStandards procurement system. Used in developing and maintaining standards like eForms-DE and XRechnung, the system ensures efficient and compatible usage within XEinkauf.
Open source project: Made available to the community under the MIT license, SeMoX invites developers to further develop and utilize the technology.
The central artifact, “semo.xsd,” is a compact XML schema that supports the development of custom SeMoX-based data modeling projects, addressing fragmented standardization processes by providing a unified methodology.
