France 2026 E-Invoicing: Chorus Pro Becomes Mandatory

July 18, 2025 – France will mandate electronic invoicing for all VAT-liable entities from September 2026, completing the transition to a digital economy. Chorus Pro platform will become the mandatory e-invoice hub for private sector in addition to its public sector role.

Major Transformation:

Chorus Pro, operated by the State Financial IT Agency (AIFE), has been used by public administrations since 2017. Now this system is expanding to include the private sector. This represents a critical step in France’s transition to a digital economy.

What’s Changing:

  • Scope Expansion: Not just public sector, but all VAT-liable entities included
  • Mandatory Formats: Factur-X, UBL, CII standards will be used
  • Two Options: Companies can use approved platforms OR Chorus Pro directly

Special Arrangements for Public Sector:

The transition is simplified for local authorities and public entities:

  • ASAP DGFiP XML users can continue with enriched XML format
  • Hélios system will automatically convert XML to new Factur-X format
  • Technical complexity will be hidden from public entities

  • End 2025: All preparations must be completed
  • October 2025: Special training day for software publishers
  • September 2026: Reform takes effect – non-compliance faces penalties

  • Existing Chorus Pro users: Check reform compliance with software provider
  • New users: Find compatible software by end 2025
  • Local public sector: Consider ASAP DGFiP option
