Croatia Approves Nationwide E-Invoicing Mandate

The Croatian government has officially passed the Law of Fiscalization, requiring mandatory e-invoicing and real-time reporting for B2B, B2G, and B2C transactions.

Starting January 1, 2026, all VAT-registered businesses must issue and report e-invoices for B2B and B2G transactions. In addition, all B2C transactions, including online payments via bank transfer, PayPal, Google Pay, and others, will fall under fiscal reporting requirements.

A new platform called “e-Reporting” will manage submissions, allow invoice rejections, and ensure regulatory compliance.

The testing environment opens on September 1, 2025, giving businesses time to prepare for full implementation.

This reform represents a major step forward in digital compliance and tax transparency across the EU region.
