\nRO e-Transport est une plateforme num\u00e9rique visant \u00e0 surveiller le transport routier de marchandises en Roumanie et, par cons\u00e9quent, \u00e0 r\u00e9duire la fraude fiscale et \u00e0 pr\u00e9venir le commerce ill\u00e9gal. Elle s'inscrit dans le cadre du processus de num\u00e9risation envisag\u00e9 par les autorit\u00e9s fiscales, aux c\u00f4t\u00e9s de la E-Facture et du SAF-T.
\nOutre l'objectif pr\u00e9c\u00e9dent du syst\u00e8me RO e-Transport (surveillance des exp\u00e9ditions de marchandises \u00e0 haut risque fiscal sur le territoire national), le syst\u00e8me surveillera \u00e9galement le transport routier de tout type de marchandises dans les cas suivants :
\n\u2013 achats intracommunautaires ; et livraisons intracommunautaires ;
\n\u2013 importations, exportations ;
\n\u2013 transactions intracommunautaires o\u00f9 les biens sont en transit en Roumanie ; stocks disponibles pour le client ; non-transferts.
\nLe syst\u00e8me e-Transport de RO est accessible via l'espace priv\u00e9 virtuel (\u201cSPV\u201d) bas\u00e9 sur la signature num\u00e9rique. Il consiste en un formulaire\/une notification que les entreprises qui sont tenues de se conformer aux exigences du GEO 41\/2022 doivent remplir afin d'obtenir un code d'enregistrement unique (\u201cITU\u201d) pour chaque transport de marchandises.
\nL'ITU g\u00e9n\u00e9r\u00e9e via le RO e-Transport sera fournie \u00e0 l'op\u00e9rateur de transport et, par la suite, l'op\u00e9rateur la remettra au conducteur avec les documents qui accompagnent le transport.
\nLes donn\u00e9es d\u00e9clar\u00e9es dans le RO e-Transport peuvent, sous certaines conditions, \u00eatre modifi\u00e9es tout en conservant le code UIT d'origine, mais pas au-del\u00e0 du d\u00e9placement effectif du v\u00e9hicule sur la voie publique.
\nEnfin, l'utilisateur du syst\u00e8me RO e-Transport confirmera dans SPV lorsque le transport identifi\u00e9 par un ITU rep\u00e9r\u00e9 sera arriv\u00e9 en fin de parcours.
