France’s e-invoicing mandate is no longer something to put off. The pilot is live, the first deadline is just months away, and companies across France are scrambling to work out their compliance setup before September 1, 2026 arrives. For businesses that work with French clients, or for platforms and service providers that want to add real value to them, the window to get ahead of this is closing fast. <\/p>\n\n\n\n

What’s Actually Happening in France<\/strong> <\/p>\n\n\n\n

France is rolling out one of the most significant tax compliance overhauls in Europe, making electronic invoicing mandatory for all B2B transactions. <\/p>\n\n\n\n

The rollout works in two phases: <\/p>\n\n\n\n

September 1, 2026:<\/strong> Large and mid-sized companies must be able to issue e-invoices. Crucially, all companies regardless of size must be able to receive them from this date. <\/p>\n\n\n\n

September 1, 2027:<\/strong> SMEs and micro-enterprises must also be able to issue e-invoices. <\/p>\n\n\n\n

Importantly, this isn’t just about swapping PDFs for XML files. The reform introduces a dual obligation: e-invoicing (structured invoice exchange through a certified platform) and e-reporting (real-time transmission of transaction data to the DGFiP, France’s tax authority, for B2C and cross-border sales). <\/p>\n\n\n\n

The government originally planned to offer a free public portal (PPF) as an option for businesses to route invoices through. That plan changed. The PPF’s role has been scaled back significantly, and since October 2024, the use of a certified platform, known until recently as a PDP and now officially called a PA (Plateforme Agr\u00e9\u00e9e), is effectively the only viable route for businesses operating at any real scale. <\/p>\n\n\n\n

Over 100 PAs have been officially listed by the DGFiP. Only those that have gone through the full certification process are permitted to exchange B2B e-invoices and transmit e-reporting data on behalf of businesses. <\/p>\n\n\n\n

CII (Cross Industry Invoice)<\/strong> is another XML-based format, developed by UN\/CEFACT and used heavily in international trade contexts. Like UBL, it is EN 16931-compliant and will be supported by French PAs for businesses that already use it in other markets. <\/p>\n\n\n\n
