Status of E-Transport Process in Romania – Deadlines and Restrictions

Timeframes and Limitations:

  • Goods transport must be registered in the RO e-Transport system no later than 3 days before the vehicle arrived at the Romanian border crossing or at the import site, or when the vehicle actually commences its journey within the country, ensuring the ITU code is ready at border entry.
  • The validity of this registration spans 5 calendar days from the transport date as legally defined and recorded in the system, or 15 days for intra-community purchases or intra-community transit transactions within Romania. Usage of an expired ITU is prohibited.
  • Penalty for using an expired ITU: Fines from RON 20,000 to RON 100,000, and seizure of undeclared goods.
  • Unloading goods in Romania that are part of intra-community transit transactions is prohibited, except for goods being stored or used to create a new shipment from one or more parcels of goods.
  • The same sanctions apply as mentioned above.
  • Alterations to transport data in the RO e-Transport system, post-arrival at the Romanian border crossing or import site, or once the vehicle has started its journey on public roads, are not allowed. The only exception is under article 8 (11) of GEO 41/2022, where modifications are mandatory and pertain to goods transported by multiple modes of transport.
  • Fine for data modification: RON 20,000 to RON 100,000.
