Slovenia: Presentation of Upcoming E-Invoice
Changes at the National e-Invoice Forum

14th meeting of the National e-Invoice Forum, members were briefed on the main innovations introduced by the new Act on the Exchange of Electronic Invoices and Other Electronic Documents (ZIERDED). The legislation will make the electronic exchange of invoices mandatory for all companies in Slovenia starting in January 2028. Representatives of the Ministry of Finance, the Financial Administration of the Republic of Slovenia, and the Public Payments Administration presented the key legislative changes.

The law extends the obligation to exchange electronic invoices to all business entities registered in the Business Register of Slovenia, as well as natural persons carrying out business activities in the country. Participants were informed about mandatory e-invoice standards and data elements, procedures for exchanging e-invoices and other e-documents, the MiniBlagajna solution, rules for electronic channel providers, supervisory powers, personal data protection, and tax regulations in the digital age.

Forum members described the adoption of the law as an important step forward, noting benefits such as unified rules, more secure communication channels, a higher degree of automation, fewer errors, time savings, and positive environmental impacts.

The meeting also addressed preparations for upcoming European VAT legislation, which will standardize the issuance and reporting of electronic invoices in cross-border EU transactions and further advance the digitalization of tax procedures in the coming years.
