Peppol Community Convenes in Kassel: First Year of
E-Invoicing Mandate Assessed, ViDA Discussed

Kassel was the center of the German Peppol community on November 12 and 13, 2025, as experts and Service Providers from across the country attended the 5th Peppol Network Meeting. Hosted by Webware, the event focused on the latest developments and key future topics within the Peppol network.

The main topics presented and discussed were:

  • One Year After E-Invoicing Mandate: Experiences following the first year of the e-invoicing mandate were intensively discussed. Presentations indicated that while the volume is slowly growing and much is changing, there is still significant work to be done.
  • Fresh News on EN16931-1:2025: Dr. Lars Rölker-Denker provided an update on the newly released EN16931-1:2025 standard. The standard is considered a major milestone towards a European VAT reporting system under the ViDA (VAT in the Digital Age) initiative.
  • Handling Network Disruptions: A group session addressed everyday challenges and disruptions in the network, concluding that cooperation is the key to rapid resolution.
  • Impact of eIDAS and NIS Regulations on Peppol: Experts discussed whether Peppol Service Providers are, in fact, “Registered Electronic Delivery Services” and the potential benefits of this status concerning ViDA.
  • News from the Network: Important announcements included the progress of the “German Electronic Business Address” (GEBA) and several migration upgrades in the Peppol network, including the upcoming expiry date for outdated doctypes.

The meeting reaffirmed Peppol’s importance as a central building block for digital and standardized data exchange in Germany and across Europe.
