European Union: EN 16931-1 Revision
Approved (ViDA-Aligned Semantic Model)

The European Committee for Standardization (CEN) has approved the revision of EN 16931-1, the core semantic standard for e-invoicing. The EU e-invoicing framework, developed by CEN TC 434 since 2014, comprises six parts. Among them, EN 16931-1:2017 defines the core semantic data model that ensures legal and fiscal compliance and enables interoperability across borders and sectors. The new revision aims to align the standard with forthcoming legislation, including VAT in the Digital Age (ViDA).

  • 28 February 2026 (doa): Latest date for national announcement
  • 31 May 2026 (dop): Latest date for national publication or endorsement
  • 31 May 2026 (dow): Latest date to withdraw conflicting national standards
  • 26 November 2025 (dav): Definitive text distributed in official language versions

The revision establishes a common foundation for a ViDA-ready, B2B and CTC-capable e-invoicing landscape in the EU, strengthening interoperability, validation, and national CIUS adaptations.
